Fennell Public Affairs is a specialist public affairs practice led by Garrett Fennell. 

Garrett Fennell is an experienced public affairs specialist with excellent knowledge and practical working experience of public administration, policy development and regulation in Ireland and the EU. A solicitor by profession, he formerly worked with McCann FitzGerald in Dublin and Brussels and was a public affairs consultant within the ESB (the Irish Electricity Utility company). Garrett has over 20 years experience advising clients on regulatory, public policy and related communications matters.

Garrett has also served as a member of the Local Government Efficiency Implementation Group,  the Government High Level Group on Business Regulation and was a member of the National Oversight and Audit Commission. He lectures widely on issues relating to public policy development, legislative drafting, corporate governance, procurement and the political structures and processes in Ireland.

Fennell Public Affairs has a sole focus on Irish Public Affairs and regulation. With unparalleled experience and knowledge of how government and regulatory agencies function, the practice is exclusively involved in advising clients on interacting with government, the political system and regulatory agencies.
